- Scarlet penstemon is common on dry, rocky slopes in all mountain regions of the Watershed, also sometimes on roadsides and other ruderal ground. The species is present in the mid-elevations of southern Utah, Arizona, Colorado, and New Mexico, where it follows the Rio Grande drainage all the way to the Big Bend county of Texas.
